PLANET VIC | Presenting to a Planning Panel

Planning panels play a critical role in undertaking independent assessment of planning proposals in Victoria.  Planning panels and advisory committees assess planning proposals, such as  planning scheme amendments, major projects and environment effects statements, by considering submissions, conducting hearings and giving expert advice to the planning authority (generally Council’s or the Minister for Planning).

This course introduces Planning Panels Victoria and explains how  planning panels and advisory committees work. Participants will be prepared for presenting at panel hearings including understanding the role of other parties and making more effective submissions.   The course is designed for participants with some knowledge but limited experience with planning panels.

 

Designed For

Town planners particularly Council and private sector planners, including non-legal planning advocates or potential experts, who want to understand how planning panels work and be ready to start presenting at panel hearings.

Learning Outcomes 

  • Understand the role of the panel or advisory committee, theand the principles of natural justice underpinning panel proceedings
  • Learn how to participate effectively a panel or advisory committee process
  • Understand the different stages of a panel or advisory committee process, including directions hearing and hearing, and the role of various parties
  • Learn how to prepare and present a clear and constructive submission.

 

Presenter 

Lisa Kendal MPIA (Fellow) is an experienced environment and planning professional. Lisa was appointed as a Senior Panel Member in 2020 and was previously a sessional member of Planning Panels Victoria from 2015 – 2017. She has over 25 years’ experience across local and State government, private practice.

Tim Hellsten RPIA (Fellow) has over 35 years' experience in statutory and strategic planning in local government and private industry predominantly within regional Victoria. Tim has been a Senior Panel member since August 2018.
