PLANET VIC | Local policy and schedules in planning schemes

This course provides an overview of elements of the Victoria Planning Provisions and how to use them to construct a planning scheme. It explores the different elements of the Victoria Planning Provisions in some detail, and how they should be used, providing participants with strategies and techniques to help select the best tools to use in their local planning scheme. It includes advice and strategies about how to use parent provisions to determine what can be included in local policy including schedules to zones, overlays and provisions, and drafting local PPF policy and the MPS.
It is set in the context of the Planning and Environment Act, published advice from DTP, VCAT decisions and Planning Panel recommendations.

Learning Outcomes 

Understand the structure and content of the Victoria Planning Provisions. 
Understand how to construct a planning scheme drawing from the Victoria Planning Provisions and applying appropriate local content. 
Understand how various provisions in planning schemes link together to create a complete control.
Understand the role and function of different sorts of local provisions (policy, zone schedules etc), and how to determine which tool to select to achieve policy outcomes. 
Learn the different ‘elements’ of planning schemes and when to use them. 
Learn good drafting practice, and where to find drafting advice to assist with developing your own provisions.

Cazz Redding runs Schemology (formerly known as Redink Planning), a town-planning consultancy based in north-east Victoria focussing on project management, strategic planning, drafting of planning scheme controls and training planners.
