This is an introduction to processing and assessing planning permits for those new to statutory planning roles in the Victorian planning system. It is targeted at those new to undertaking planning permit assessment including those completing studies, fresh out of university, or coming from another jurisdiction. It is also suitable for those who will work closely with council planners who wish to understand the process from their perspective, such as those new to consultant planner roles.
It covers the steps in the process of managing a planning application and making planning decisions, including:
• Key potential mistakes and risks (and how to avoid them)
• The role of public notice and objections
• Non-statutory aspects of the process (including negotiation and mediation)
• Making good decisions and getting good outcomes

Stephen Rowley MPIA (Fellow) is a planner with more than 25 years of experience at state and local government, including 15 years as a statutory planner at local government. He is the author of The Victorian Planning System: Practice, Problems and Prospects, the standard introductory text about the Victorian planning system. He is an experienced planning educator, having taught planning at RMIT and Monash Universities.
Stephen runs his own planning consultancy, RCI Planning, focussing on providing training and expert witness services. He also works part time at SGS Economics and Planning, where he is a Senior Associate.
