Planning for settlement and housing growth while managing risk is one of the fundamentals of planning for a growing population in Victoria. This course will provide an overview of the considerations that need to be made to plan for settlement (regional and rural focus) and housing (metropolitan focus), and the baseline data and research that should be done to underpin a robust settlement and / or housing strategy. It will develop practitioner skills in interpreting, consolidating and applying this data including resolving conflicting objectives for different areas in the municipality (for example, flooding risk in activity centres). The course is informed by Victorian government advice including PPN90 and 91, Planning Panel recommendations, VCAT decisions and recent Housing and Settlement Strategy approvals, and focused on supporting practitioners in developing defendable planning scheme controls to direct preferred settlement housing growth outcomes.

Learn a step by step process to undertaking settlement planning and housing strategies informed by Victorian Government advice on planning for housing. 
Explore ways to resolve conflicts between risks, values and accommodating growth and develop clear policy to guide decisions makers (including application of zones and overlays, and when to utilise local policy).
