Media Statement re Alleged Unauthorised Use of AI at NSW Housing Delivery Authority

NSW

28 November 2025

Public trust is a non-negotiable at the centre of the planning system, and must always be protected.

The Planning Institute of Australia therefore welcomes the independent review announced today into allegations of unauthorised AI use at the NSW Housing Delivery Authority as an important step in maintaining public confidence. Transparent, well-governed processes are essential for major housing decisions.

Australia urgently needs more homes, but proper process cannot be compromised. Speed and rigour must go hand in hand if we are to deliver well-located housing and maintain public confidence in the planning system.

PIA believes that ungoverned or unclear uses of AI, and pressure on assessment timeframes, both carry risks to public confidence, if not carefully managed. Technology can streamline parts of the process, but it cannot replace professional judgement or ethical standards. Clear rules, strong safeguards and approved tools are vital to ensure innovation strengthens rigour rather than introduces risk.

Planners are working under significant pressure to respond to housing targets. Investing in the planning workforce and the systems that support planners is critical to delivering the homes communities need.

PIA stands ready to support governments in strengthening planning performance. Our PlanTech Principles and our Guidance Note on AI in Development Assessment provide practical advice on the safe, transparent and effective use of digital tools in planning. These resources outline the safeguards, standards and governance needed to ensure integrity and community trust remain paramount. Both are available on the PIA website.
