PIA responds to Activity Centre announcements: Managing change is what good planning does best

The Planning Institute of Australia (PIA) acknowledges the State government's release of the final planning controls for 23 train and tram zone activity centres and precinct structure plans for six Suburban Rail Loop stations. 

PIA Victorian President Pat Fensham MPIA (Fellow) said accommodating growth in established suburbs is one of the biggest planning challenges facing Victoria.

"Communities don't stay the same forever. They evolve over time, and good planning is what helps manage that change in a way that benefits both current and future residents."

PIA said planning for growth in well-located, well-designed communities close to transport and services deliver lasting benefits. Good planning means shorter commutes, lower household costs, and more accessible communities.

"As our cities grow, it's important that more homes are located close to public transport, employment and services. That's good for housing choice, reduces pressure on the urban fringe and makes better use of existing infrastructure," Mr Fensham said.

But the success of planning for future growth depends on how well growth is integrated with the broader needs of communities.

"Planning isn't simply about accommodating more homes. It's about making sure that growth is coordinated and supported by quality design, green spaces, community infrastructure, walkable streets and connections," he said.

PIA said plans for housing need to be supported by clear commitments for public transport, open space, walking and cycling connections and service upgrades so that developers, councils and communities can invest with confidence. This is what’s needed to turn plans into homes.

"Successful neighbourhoods don't happen by accident. Good planning is about partnering with the community to determine where growth should occur and what good development looks like, particularly as our communities experience the effects of climate change. That’s how we build confidence in the planning system and enable more homes, whilst supporting better outcomes for everyone."

"Planning doesn't end when a plan is approved, in fact this is just the beginning. The real test is implementation. Success will depend on how well these homes are delivered on the ground, the quality of those homes, and commitment to the infrastructure and investment needed to support growing communities."

PIA looks forward to continuing to work to support planning reforms that enable well-managed growth while protecting and enhancing the qualities that make Victorian neighbourhoods great places to live.
