Martin Garred MPIA | Queensland President

Colliers

Martin is a Director at Colliers, responsible for the overall management and delivery of Planning and Urban Design services across Queensland.

Having held executive roles in both State and Local government within Australia, Martin is a respected advisor to government, particularly in the fields of strategic planning, growth management and economic development. He encourages and supports lateral and progressive thinking - inspiring creative solutions to urban and regional growth challenges and producing evidence-based policy development.

In 2020, Martin was awarded a prestigious Churchill Fellowship to travel to the US, UK, Denmark and Sweden to research land use approaches to assist in addressing Australia's housing affordability crisis.

In addition to Martin’s role on the Queensland Divisional Committee, he is currently the Housing Working Group Lead on the Qld Policy and Advocacy Committee.

Matthew Leman MPIA | Vice President | Awards Co-Convenor

Local Government Association of Queensland

Matthew is a Vice President of PIA Queensland - having served as the Editor of PIA's magazine for Queensland and the Northern Territory, Co-Convenor of PIA’s Queensland awards program, and on the Queensland Young Planners and Policy and Advocacy committees for many years.

Matthew has more than 10 years of town planning experience - spanning the private sector, state government, local government and advocacy - in statutory and strategic planning roles.

Matthew uses his roles in PIA and professional practice to spearhead innovative planning solutions, especially regarding housing, technology and engagement.

Matthew is the Lead for Planning and Development Policy at the Local Government Association of Queensland, where he advocates for positive planning outcomes on behalf of Queensland councils and their communities.

Matthew is also a PhD student at the Queensland University of Technology - where he's studying the intersection of planning and economics.

Josh Leddy MPIA | Vice President | Darling Downs/Lockyer Valley Branch Convenor

Toowoomba Regional Council

Josh brings over 15 years of experience in the planning industry, particularly in rural and regional parts of Queensland. Between 2015-2017 Josh was the DD/LV convenor and Membership convenor for the divisional committee. Josh is an advocate for rural and regional planning issues and organised PIA’s inaugural rural and regional planning conference in 2016, in Stanthorpe, and MC’d a successor conference in Cairns in 2019. Josh is an supporter/participant of PIA’s mentoring program, particularly being paired with regional members.

Wendy Evans MPIA (Fellow) | Board Director | National Vice President

Holding Redlich

With over 20 years of development industry experience spanning time as a practicing town planner and subsequently, a town planning lawyer, Wendy brings to PIA a bespoke skillset that is unrivalled across Australia.

As a town planner, Wendy worked at Delfin, in private consultancy, in local government (development assessment) and in policy/legislation in the State. She gave expert evidence in the Planning and Environment Court and rounded out her town planning experience as a senior town planner in 2004. Wendy was admitted as a solicitor in 2005, and elevated to senior associate in 2008, aided by her commerciality and point of difference to all other planning law practitioners.

Wendy is a Partner at Holding Redlich in the Property, Planning and Development team, where she acts for developers, governments and renewable clients on litigious and advisory matters.

She has been recognised by her peers as a Recommended Planning and Development Partner (Doyle's Guide), and is driven to stand behind the planning profession – to empower planners to stand proudly and strongly in their professional undertakings. Wendy is optimistic that collectively as a profession: our spaces can function in their optimal capacity; our communities will be healthy and happy – and that to achieve these outcomes, it needn’t be as convoluted as it tends to be.

Julie Brook RPIA | Policy and Advocacy Chair

Meridian Urban

Julie Brook is a Principal and local and regional planning specialist with over a decade of experience across the public and private sectors. Julie also holds an MBA, providing her with diverse business and project management skills for a holistic governance, policy and strategy outlook. Julie is experienced in translating complex legislative frameworks, planning instruments and policy formation, land use strategies, risk-based planning and planning for resilient communities and natural hazard risk assessments, in addition to significant development assessment experience. Her strong analytical skills compliment her specialist capabilities in judicial practices. Julie has been accepted as a Building Tribunal Referee, as an expert on senior industry panels, has briefed expert witnesses, and assisted counsel in various court matters.

Nicole Boulton RPIA | Professional Development Convenor

Mewing Planning Consultants

 Nicole is a Registered Planner with nearly 20 years experience in town planning and project management. Nicole has been a member of the Professional Development Committee for over 15 years and is eager to build on the great work that has been developed by that committee over many years. Nicole has also previously volunteered for a number of conference committees and other PIA events. Nicole has a passion for contributing to the planning profession and PIA through the provision of professional development opportunities that are engaging and interesting, and provide tangible outcomes for the profession. Nicole balances work at Mewing Planning Consultants with a young family, as well as volunteering for other causes outside of the planning profession.

Dr Anthony Kimpton  MPIA | Education Co-Chair

University of Southern Queensland

Anthony Kimpton is a Lecturer in Urban and Regional Planning with the School of Science, Engineering and Digital Technology at the University of Southern Queensland (UniSQ). His research examines how public space, transport systems, planning policy, and participatory processes shape neighbourhood safety, social cohesion, resilience, and sustainable development outcomes.

His professional experience also includes the design and development of planning technologies (PlanTech) and spatial data services for the Australian Urban Research Infrastructure Network (AURIN), and translating administrative big data into national socioeconomic data products at the Australian Bureau of Statistics (ABS).

He is deeply committed to building digital and data literacy across the planning profession. This is with the aim supporting critical engagement with emerging technologies such as AI, effective and transparent data standards and governance, and monitoring of planning outcomes for evidence-informed decision-making in strategic planning and infrastructure delivery.

 

Josh Walker MPIA | Awards Co-Convenor

Meridian Urban

Josh Walker is passionate about planning for cities and regions and has held senior and executive-level positions in both the public and private sectors in Queensland. He is currently an Associate Director with private consultancy Meridian Urban.

As a trusted advisor, he brings a depth of expertise across the full spectrum of planning processes, from policy inception and grass-roots engagement, to planning scheme drafting, policy advocacy, and implementation through development assessment and expert evidence in the Planning and Environment Court (Qld). This well-rounded experience gives him valuable knowledge to develop policy that is clear, effective and practical.

Josh values fresh thinking, practical solutions, and strong relationships that help deliver better outcomes for communities. He has actively participated in PIA for close to 15 years and has held roles in a number of committees over that time. He is particularly interested in supporting PIA’s members and raising the positive profile of planning to the broader community.

Katherine Berlin MPIA | Women in Planning Network Co-Convenor

Logan City Council

Katherine is a planner with 15 years experience in local government. As the Community Planning Coordinator at Logan City Council, she works with the Sports and Community Infrastructure Branch to deliver community infrastructure projects across Logan. Katherine has played a key role in various community infrastructure projects, with a standout achievements being The Buzz at Yarrabilba community centre and the Wilbur Street Youth Centre.

Katherine is an active member of the Planning Institute of Australia (PIA). She served on the Gold Coast Branch Committee for six years, including a term as Branch Convenor from 2017 to 2019. In 2023, she rejoined the PIA Qld Women in Planning Network Committee and is now the co-convenor of this committee, alongside Justine Goddard.

Katherine is passionate about community engagement, stakeholder collaboration, and finding innovative solutions for community infrastructure delivery.

Justine Goddard MPIA | Women in Planning Network Co-Convenor

Place Design Group

 Justine is an experienced urban planner with a rich and varied background that encompasses Southeast Queensland, the United Kingdom, and Regional Queensland over the past decade. 

Throughout her career, Justine has worked across both public and private sectors, refining her skills in the preparation and assessment of development applications, planning scheme amendments, local area and master planning. Recently, she has concentrated on coordinating infrastructure delivery, attracting investment, and enhancing placemaking initiatives within Mackay’s Priority Development Area.

Emma Reardon MPIA | Emerging Planners Co-Convenor

With Tract since 2019, Emma is a Senior Town Planner with proficient capabilities across a broad range of sectors, including residential, community, commercial and industrial developments.

In her work, Emma has a strong interest in the value of consultation to add variety, integrity and ownership in planning outcomes and projects. Emma strongly believes and advocates for the importance of planning for all and is passionate about including and empowering community in the planning process through communication and education.

As member of the Planning Institute of Australia and the 2026 QEP Co-Convenor, Emma enjoys contributing to the industry through her involvement in the institute and the QEP Committee. Particularly, Emma is passionate about the importance of supporting a strong emerging planner network and community in Queensland.

Felix Wong MPIA | Emerging Planners Co-Convenor

Felix Wong is a planner in the Planning Group of Department of State Development, Infrastructure and Planning . Since commencing his professional planning career, Felix has developed a sound understanding of the Queensland Planning system with experiences in development assessment, planning policy and case management of proceedings filed under the Planning and Environment Court.

Felix is passionate about the Queensland planning community and aim to contribute and support the community to connect, learn and evolve to support the future of Queensland.

Greg Tupicoff MPIA (Fellow) | Fellow Chair

AVID Property Group

Greg is a highly regarded development professional with over 20 years in Urban and Regional planning, and senior development roles. Greg has worked on a wide array of planning and development projects, taking them from concept through planning, execution and onto sales and marketing and completion.

Greg has a passion in planning for all things urban, and he has experience across large master-planned communities and smaller site specific projects. He has a particular passion for industrial development and he seeks to have a balanced view across the regional planning and development space.

Greg holds a Bachelor of Regional and Town Planning and he is a passionate industry participant and spokesperson. He is an active member in Queensland development and planning industry associations, currently holding the role of Chairperson of the Planning Institute of Australia Qld Fellows subcommittee, and he has previously been PIA Qld President, PIA National Councillor and a volunteer "educator" for PIA seminars and PIA education sessions.

Jack Bryce OAM MPIA | The Agenda Magazine Editor

City of Gold Coast

Jack Bryce OAM MPIA is an urban designer with 25 years’ experience as a strategic design policy advisor to government, business, land management and transit projects across Australia.

He has led design teams in local government organisations and collaborates with agencies, authorities, and community organisations to deliver enduring civic value to complex city-shaping projects. He is an advocate for design, hosting regular seminars, facilitating events and serving on design award juries.

In 2022 he was awarded the Medal of the Order of Australia for services to urban design and the community. Beyond design, he has served as a board member and president of several community organisations. He also a strong supporter of mentoring in the career development of designers and planners.

Grace Lambeth MPIA | Tropical North Queensland Branch Convenor & State Conference Convenor

Grace is a passionate strategic and environmental urban and regional planner based in Cairns who is committed to creating positive social and environmental outcomes in any project she works on. She specialises in strategic land use planning, environmental and social impact assessments, strategy development, and research and data collection. She has worked on several projects throughout Queensland as well as the rest of Australia across a range of industry areas which has helped to give her a holistic view of the various opportunities and challenges involved in any project. This has included work in both the public and private sectors.

Grace is a true Cairns local and has a deep love for the city and the wider tropical north region.

Matthew Kelly RPIA | Central Queensland Branch Convenor

Matthew is a Registered Planner with over 10 years experience across South-east, Central and North Queensland. Having held roles in both the private and public sector, Matthew is passionate about making a difference in the regions and developing the next generation of planners. Matthew current holds positions in the PIA Central Queensland Committee and the Policy and Advocacy Committee.

Jaime-Lee Bullivant MPIA | Wide Bay Burnett Branch Convenor

Jaime-Lee is a Full Member of PIA with more than 15 years’ experience within Local Government in Central Queensland and Wide Bay Burnett, with experience across many facets of planning including development assessment, development compliance, strategic planning, customer relations, and project management. She is passionate about making continual improvements and delivering best practice planning and has actively attended PIA events and training over the past few years.

Jaime-Lee has taken on the role of Branch Convenor for Wide Bay Burnett and is particularly interested in supporting PIA members in the regions and raising the profile of planning as a career pathway. Her experience in Local Government is supported by numerous tertiary qualifications including, a Graduate Diploma of Urban and Regional Planning, and Bachelor of Laws as well as Diploma’s in Government, Leadership and Management, and Project Management.

Andrew Williams MPIA | Sunshine Coast Branch Convenor

P&E Law

Andrew is a Director and experienced planning lawyer at P&E Law on the Sunshine Coast. Practising throughout the State of Queensland and specialising in the planning and environment jurisdiction, Andrew is able to bring to PIA a unique skillset and expertise.

Andrew provides due diligence advice, assists with problem solving in the course of development applications and conducts appeals and applications in the Planning and Environment Court. Andrew also provides advice to Councils to assist their strategic town planning and acts in the prosecution or defence of matters under the Nature Conservation Act 1992 (Qld), Vegetation Management Act 1999 (Qld), Planning Act 2016 (Qld) and Local Laws.

Andrew loves solving problems and seeing clients achieve their goals.

Frances Mahlouzarides MPIA | North Queensland Branch Convenor

Office of the Coordinator General

Frances is an experienced planner and a full member of the Planning Institute of Australia. Since completing her Bachelor of Planning (Honours) at James Cook University, she has gained extensive experience across both the public and private sectors.

Frances has worked on a diverse range of projects, including renewable energy, transport and water infrastructure, as well as residential, commercial, industrial, resource and rural developments. She brings expertise in developing and implementing environmental and planning strategies and has successfully secured approvals at Commonwealth, State, and local government levels.

Frances is excited to contribute as the North Queensland Convenor, fostering collaboration and engagement across the region.

Andrew Saad MPIA | Gold Coast Branch Co-Convenor

City of Gold Coast

 Andrew Saad - Coordinator Strategic Planning Analytics at the City of Gold Coast has over 20 years Local Government and private sector experience in the implementation of innovative models and tools to support infrastructure and land use planning. With extensive capability in the use of GIS products, 3D modelling and statistical analysis, Andrew has proactively worked to build trust and confidence in the use of development projection modelling and lead teams across infrastructure and urban planning disciplines.

Avishek Paul MPIA | Gold Coast Branch Co-Convenor

Place Design Group

Avishek (Avi) is a Senior Town Planner at Place Design Group, with more than six years’ local experience in Statutory Planning. He is experienced at providing various town planning services including the preparation of planning documentation and lodgment of a range of Development Applications to Council or State. Avi has completed a Master’s degree in Sustainable Environment and Urban.

Planning from Bond University and is currently registered as an Urban Planner (MPIA) with the Planning Institute of Australia.

Avi has experience working within the Gold Coast region, as well as the Northern Territory as an Urban Planner. He has completed a Bachelor’s degree in Architecture prior to pursuing his post-graduate studies and is currently a confirmed PhD candidate at Bond University.

Amanda Taylor MPIA

Place Design Group

Planning Principal at Place Design Group, Amanda has a diverse range of experience across the private and public sector, specialising in strategic and major projects. Evolving and advancing the technical practice of planning and design is a particular area of interest for Amanda and with the team at Place she is pioneering ways to test and apply new approaches, technology, data sources, and analysis methods to offer a contemporary and evidence-based practice to projects and their outcomes.

Peter Gill MPIA (Fellow)

Peter is highly experienced planning practitioner and brings to PIA insight gained through a career of over thirty years, spanning leading roles in State and local authorities, the energy sector and consultancy.

Peter is a Principal Town Planner at Tract Consultants, a nationally recognised planning, urban design

and landscape architecture practice. He has worked across Queensland focusing on the delivery of land use strategy and statutory frameworks, urban regeneration and new community projects, development advisory, master planning and approvals across multiple sectors, and infrastructure network planning and funding programs. 

He is a passionate planner and advocate for the planning profession and has been actively involved with PIA for many years. He has previously served on the Queensland Division Committee, and as the Chair of the rolling PIA evening seminar series between 2014 and 2022. He was elevated to Fellow of PIA in 2023. In joining the Division Committee, he hopes to contribute to PIA’s critical role in harnessing the wealth of insight and imagination across the profession to guide focus and effective advocacy - and importantly - promoting the role planners have to play in finding and delivering better outcomes for our communities.

Clare Huxley

Clare Huxley is a well-respected and award-winning professional known for her ability to bring stakeholders together, deliver transformation and have fun doing so. She is a qualified planner, project manager and engagement professional and has advised State and Local Government planning, customer service and ICT teams across Australia, New Zealand and the UK.

 

Clare proudly leads GovPartners, a purpose before profit management consultancy operating across QLD, NSW, VIC and SA. She is a former Senior Executive of Infrastructure NSW Assurance team and NSW Planning and remains committed to the delivery of public value services.

 

Clare also sits on the PIA Professional Development Committee, PlanTech Committee and AI Working Group.

Kerry Doss RPIA (Fellow)

Kerry Doss Consulting

Kerry Doss is a highly respected urban planner, leader and adviser with more than 38 years’ experience in planning and urban development across Queensland and New South Wales. His career spans senior roles in local and State government, as well as consultancy work for all levels of government and private industry.

Kerry’s expertise covers the full spectrum of planning and development activities, including strategic and statutory planning, policy development, infrastructure planning, master planning, project and program management, development assessment, facilitation and capital project implementation. Since the late 1990s he has led large, multi-disciplinary teams and managed complex projects and programs across a wide range of budgets and timeframes, supported by strong professional networks across government and industry.

From 2008 to 2017 Kerry was Brisbane City Council’s Manager of City Planning and Economic Development, responsible for metropolitan planning for Australia’s largest local government. In 2017 he was appointed Deputy Director-General, Planning Group, and subsequently served as Queensland’s State Planner from 2020, overseeing the State’s planning system and delivery of planning services across Queensland.

Kerry contributes to the planning profession as a regular contributor to conferences and training  and is a long standing mentor through PIA’s mentoring program.

In 2022 Kerry established Kerry Doss Consulting, providing strategic planning advice to government and industry. Kerry is a Fellow and Registered Planner with PIA, a former Queensland Vice President, and holds qualifications in environmental science, planning, business and project management.
