Eliza Minney is a Partner at Best Hooper Lawyers and has been involved in every major PSP project in the last five years. This seminar will discuss the importance of early engagement (and how to do it effectively), how to navigate infrastructure and servicing hurdles and how to get the most out of the Panel or Committee process.

Eliza Minney, Partner, Best Hooper Lawyers

Eliza is a Partner in the Best Hooper Lawyers Planning Team, with a practice that focuses on large scale redevelopments in Urban, Brownfields and Greenfields sites. Having been admitted to the profession in December 2013, Eliza has extensive experience as a town planning lawyer, prior to which she gained experience as a property and commercial lawyer. Eliza has extensive experience advising and managing consultant and expert witness teams from conception of a project to issue of a permit through VCAT, Panels or Advisory Committees and has successfully managed some of the largest projects in our planning team (with great success). Eliza was recognised as a Recommended Lawyer by Doyle’s Guide 2023 and 2024 and is a board member of VPELA and is a member of the Law Institute of Victoria. Eliza is outcome focused, a strong strategic thinker and prides herself on the depth of her case strategy from initial engagement.

Kat Smith MPIA, Senior Policy Officer, Planning Institute of Australia

Kat is an urban planner with over over fifteen years of experience across local and state government as well as the private sector in Victoria. Kat is now Senior Policy Officer with PIA, working across the Victorian and national offices.

Kat has a strong background in strategic planning and policy development, working across many areas of planning policy development and implementation, particularly in roles at the Victorian Planning Authority and Whittlesea City Council. Kat is particularly interested in building sound, evidence-based policy and advocacy to inform decision-making to drive outcomes that best serve the public interest.
