Development on flood affected land has become increasingly challenging for statutory planners. The intersection of hydrological modelling, climate change projections, sea level rise, and layered policy frameworks can make even small applications complex to assess. This half-day workshop will unpack the technical, policy and legal elements of flood related planning decisions. Using practical examples, it will provide a clear and usable framework for assessing permit applications in flood prone areas. affected land has become increasingly challenging for statutory planners. Learning Outcomes
By the end of this session, attendees will be able to:
• Identify when and how flood policy applies in the planning assessment process.
• Understand and clearly explain key technical concepts such as flood levels, modelling, and hazard classifications.
• Apply relevant policy considerations, including the Victorian Floodplain Management Strategy and associated planning controls.
• Recognise how recent VCAT and Supreme Court decisions have shaped the interpretation of development proposals on flood prone land.
• Confidently communicate reasoning and decisions involving flood risk to applicants and referral authorities.
