Planning Matters: A DTP Briefing Series brings together Department of Transport and Planning speakers with expertise across planning and building initiatives, providing a practical platform to inform, educate and support the planning profession. Each session will deliver timely updates on reforms and implementation activity, explain what changes mean in practice, and provide a Q&A moderated by a PIA VIC Committee Member to help planners apply guidance confidently in their day-to-day work.

Stuart Menzies is the Executive Director of State Planning Policy & Reform at the Department of Transport and Planning with responsibility for the Victorian planning system, the Victoria Planning Provisions, Plan for Victoria and strategic planning projects. Stuart has been with the department since 2018 and previously held various planning roles in local government.

Michael Orford is the Director of Strategic Planning at the Department of Transport and Planning, where he leads a branch of teams responsible for developing and implementing state-wide strategic planning and policy projects. He has a decade of experience working in planning across local and state government. His qualifications span environment, urban planning, and urban design, bringing a holistic perspective to complex planning challenges.

His contributions to metropolitan and strategic planning over many years in all the states and territories of Australia include economic and employment land studies; housing and residential market analysis; and analysis of potential growth scenarios for various levels of government.
