LGIP’s are looked upon by most as “black magic”. LGIP Fundamentals is all about dispelling the mystery and myths surrounding LGIPs and to give participants insights about how LGIPs can lead to better planning outcomes.
This half-day training program will provide participants with the fundamentals of understanding, preparing and implementing local government infrastructure plans. The course be presented in two parts: 1) an in-depth introduction to Local Government Infrastructure Plan (LGIP) & infrastructure charging through the development assessment process, and 2) strategic insights from a LGIP practitioner’s perspective on what's involved when a council decides to prepare for LGIP or LGIP amendment.
Most Queensland councils are in the throes of considering the currency and relevance of their LGIPs or preparing new or amended LGIPs as part of the 5-year Statutory LGIP Review requirement.
This training provides an ideal opportunity for planners and LGIP practitioners to attain valuable and practical information to assist them with their planning projects, development assessment considerations and their LGIP amendments.
Designed For
This training program is designed for planners and others involved in preparing, implementing or interrogating Local Government Infrastructure Plans – whether working for applicants or for local or state government agencies. It will be especially useful to those who feel they need to have a better understanding of how the Local Government Infrastructure Plan integrates with the planning scheme, crosses over with the development assessment system as well as implications for infrastructure rollout and funding.
Learning Outcomes
At the end of Part 1 attendees will have an improved understanding of policy significance and operational importance of having effective LGIP & infrastructure charging policies in place, including:
- the purpose of LGIPs and why Councils need to prepare them?
- key components and stages of LGIP preparation
- what is trunk infrastructure and how is it planned for in the LGIP?
- how does the LGIP drive development (e.g. sequencing)?
- what does the Priority Infrastructure Area (PIA) mean and what are the implications for development outside the PIA?
- what happens with infrastructure charges collected by Council? and
- what are the implications of LGIP in development assessment?
At the end of Part 2, the attendees will have a sound understanding of what an LGIP practitioner would need to consider when preparing a new LGIP or an LGIP amendment. This part will address the various challenges faced in the LGIP preparation process including:
- project planning, resourcing, budget, typical technical assistance needed,
- determination of the growth assumptions,
- network planning & engineering assessment,
- policy drafting and preparation of the LGIP PFTIs, LGIP Financial Model & assessment of financial sustainability, compliance review process & the LGIP Checklist,
key stakeholders’ consultation (state agencies, development industry representatives & community),
- typical internal governance processes and signoffs, State review and negotiations, and
- the adoption/implementation process.

Lau has over 20 years of extensive experience and a track record of delivering critical regional development and strategic infrastructure strategies for major Queensland councils.He previously led strategic infrastructure planning and infrastructure charging teams for the Toowoomba and Gold Coast councils, as well as Economic Development Queensland.
He is the only State-Appointed LGIP Reviewer with experience administering LGIP andi nfrastructure charging functions for councils. In addition to his consulting work, Lau is an avid developer, working on boutique housing products and serving as a development manager for clients across Brisbane, Logan, the Gold Coast, Gatton, and Toowoomba.

Kerry has in excess of 36 years’ experience in planning & urban development in QLD & New South Wales. He is the former head of planning for Brisbane City Council and former Queensland State Planner., He has worked on planning projects across QLD as a senior manager, leader, planner and as a consultant to all levels of government & private industry. Kerry’s experience covers the full range of activities — leadership, management, project management, research, policy, strategy, local area planning, statutory planning, master planning, development application lodgement & assessment, development facilitation and capital project implementation.
Kerry also has long standing experience in infrastructure policy, planning and practice.
