PLANET VIC | Understanding Growth Area Planning

Growth area planning shapes how Victoria’s newest communities are designed, serviced, and delivered. This course introduces the core concepts, processes, and stakeholders involved in planning for growth areas, with a focus on making the system understandable for practitioners at all levels.

Participants will explore why growth areas exist, how they relate to Plan for Victoria and state housing targets, and who these areas are being planned for. Using real case studies, the course explains how planners assess land capability, opportunities, and constraints, and how landowners and developers contribute essential on the ground knowledge.

The session provides a clear overview of the PSP Guidelines and evolving PSP 2.0 approach, and unpacks impact assessments, progressive certainty, development contributions, and how native vegetation and other biodiversity obligations are managed in both metropolitan and regional contexts.

Participants will also learn about the key stakeholders involved in growth area planning, including the differing role of service authorities in Metropolitan and regional area, and the role of communities in strategic versus statutory planning. The course also outlines the process for preparing and implementing a Precinct Structure Plan, including Standing Advisory Committees and panel hearings.

Participants will gain the ability to:
Understand the strategic purpose of growth area planning and its alignment with State-level policies.
Analyse land capability, opportunities and constraints
Apply PSP Guidelines and understand the PSP 2.0 methodology, including progressive certainty.
Understanding Native Vegetation and biodiversity conservation requirements within metropolitan and regional settings
Understand and apply the Development and Infrastructure Contribution Plan regimes
Identify key stakeholders and understand how their roles differ in regional contexts.
Understand the PSP preparation and implementation process, including Standing Advisory Committee and panel hearings. 

 

Presenters

Jason Black is a highly respected Urban and Regional Planner with more than 25 years’ experience spanning Government and private sectors across Victoria. As Founder and Managing Director of Insight Planning Consultants since 2007, Jason has extensive knowledge and experience in the preparation and implementation of Precinct Structure Plans and Development Contributions. A Fellow of the Planning Institute of Australia (PIA), he has also served as President and Director of PIA at both State and National levels. Renowned for his leadership in delivering major projects - particularly in growth areas - Jason is dedicated to creating connected, inclusive communities underpinned by sound planning principles.

Monica Ceckiewicz has over 10 years’ experience in urban and regional planning across local government and private industry, with extensive statutory and strategic planning experience in growth areas across Victoria. A member of the Insight team since 2019, Monica specialises in complex development projects, planning scheme amendments, Precinct Structure Plans and related strategic frameworks, and is skilled in community engagement and stakeholder collaboration that supports high quality planning outcomes.
