Recent changes to the VPP parking provisions are one of the most significant changes affecting every Planning Permit Application and Scheme Amendment in recent times. Ensuring you and your team understand how they should be applied in concert with best practice parking management techniques is key to creating the most efficient, productive, resilient and sustainable communities.
The new controls create greater complexity and flexibility with respect to parking. Applied well they will save businesses and residents money, and make our towns and cities more efficient.
The VPP parking provisions are one of the most contentious aspects of the planning system. Parking is often a key feature of objections and the application of parking controls takes up significant officer time and Council resources.
Parking management practices have a direct impact on local economic activity. Providing parking can often be the most expensive part of starting a new business and these costs are passed through to local customers. New buildings should last 30-50 years at a minimum. Parking requirements and permit conditions need to be relevant over that period of time. Ensuring your local planning team apply best practices when using the parking provisions is critical to achieving your local planning objectives.
This course explores all aspects of the parking provisions including:
• Origins of the parking provisions and revised Clause 52.06
• Fundamentals of travel behaviour and parking management
• Creating new Parking Overlays
• Applying controls through the permit process
• Calculating requirements and appropriate waivers
• Impacts of technology on future needs
• Relevant VCAT cases.
The course will equip you to confidently use your professional judgement with regard to parking provisions. It will streamline your planning permit processes and increase local economic activity in the areas you want to see thrive.
