The development process begins well before any planning permit application, and goes on long beyond approval of a planning permit. This course examines the whole process, from finding a suitable project, funding considerations, feasibility for various design scenarios, opportunities and constraints across all aspects of planning controls, through the planning permit process, and on to meeting each and every permit condition. All development projects are in jeopardy until all conditions are met and Statement of Compliance is issued. What are the drivers for proponents, what is their appetite for compromise, can Council assist with creating viability and how much weight should the project expect from consultation outcomes? Development is usually fraught with stress points and unforeseen hurdles. This course will provide participants with insight into urban and regional development process from paddock to plate.

Andrea is a housing and development specialist with a deep affection for regional living, working and character, and a firm belief in the strength and adaptability of individual towns and their local people.
For more than 50 years Tomkinson has been playing a key role in the consultation, management and delivery of land use change projects across government, not for profit and private stakeholders. Projects have ranged from strategic analysis, planning scheme amendments, large scale urban design and subdivision, commercial, industrial and residential development through regional Victoria and peri-urban Melbourne.
