This course is designed for NSW professionals involved in planning and development. The statutory planning controls contained in local environmental plans often require amendment – whether in response to a wide-scale strategic planning exercise or changes in site-specific circumstances. A planning proposal is generally the mechanism to achieve this. Join us for a short course designed for planners and allied practitioners involved in the rezoning process. We will look at what a planning proposal is (and what it isn’t) with reference to the legislative framework and the LEP Making Guideline. From a practical perspective we will use case studies to look at what a planning proposal should contain, the steps in the process, indicative time frames and the challenges and pitfalls along the journey. This course will discuss some of the key concepts associated with planning proposals such as demonstrating strategic and site-specific merit, evaluating options and understanding the role of consultation. The course also considers the implications for planning proposals in the context of current government initiatives including the Housing Delivery Authority, Development Coordination Authority and other programs aimed at streamlining NSW planning processes. Helen Deegan MPIA (Fellow), Executive Director, GYDE Consulting
Helen is a qualified planner with a diploma in property development as well being a graduate of the Australian Institute of Company Directors. She is a PIA Fellow and is well regarded in the planning industry. Helen has extensive experience and expertise in all types of strategic and statutory planning, including planning proposals. She is a member of several Local Planning Panels.
Helen has a unique ability to analyse and advise on complex projects based on her robust understanding of, and appreciation for, the suite of issues involved in each phase of the process and how they interrelate. She share’s these insights and experiences in the course content.
Andrew Donald RPIA, Associate Director, GYDE Consulting
Andrew is a professional town planner with over 20 years’ experience within Local and State Government and the private sector covering both strategic and statutory planning.
In that time he has had extensive experience working on planning proposals, both as a Council planner and as a planning consultant.
