Background

In 2008, the Victorian State Government and the Planning Institute of Australia recognised the need to create a new and improved design standard for suburbs of the future. The result was an innovative and collaborative new partnership between industry, government and the private sector that is making affordable, healthy and liveable communities a reality.

Stockland has joined forces with the City of Casey, the Growth Areas Authority (representative for the Victorian State Government) and the Planning Institute of Australia to create the most forward-thinking, well planned and liveable community of its kind in Victoria.

This community has been specifically designed to address widespread concerns about poor health and its connection to the environment people live in. The project demonstrates how a collaborative approach and best practice design can deliver outcomes to address these concerns and create what will ultimately become a blueprint for development of future communities.


Key information about Selandra Rise

Placing health at the centre of planning, PIA, Stockland, Growth Areas Authority and the City of Casey have looked beyond individual homes to the needs of the wider community. It is all about creating a happier, healthier place for people to live. We are delivering a unique community that ensures everything residents could need for home, work and leisure is right at their doorstep.
We will provide solutions around three core areas to create a model for land-use development and residential living of the future:

(1) Diverse and affordable housing

  • Broad mix of quality, affordable housing options making this community accessible to more people
  • Three distinctive villages, choice of locations and lot sizes
  • Opportunities to live parkside, creekside or hillside
  • Retirement living and aged care facilities on-site



(2) Local employment opportunities

  • A wide range of local employment opportunities delivered via on-site amenities and town centre
  • Access to a broader range of employment in areas such as retail, construction and agriculture within the prospering and rapidly growing City of Casey
  • Flexibility to work locally or from home with dedicated business precinct and home office solutions


(3) A healthy and engaged community

  • An extensive local community consultation program is being planned to determine key project elements such as parks and community services
  • The first component of the community consultation is currently underway with local Casey residents being given the chance to name the new community
  • All homes have been designed for easy connection to key destinations such as the local town centre, schools, community centres and open space
  • Well located walking and bike paths, playgrounds, parks, sports facilities, wide footpaths and pedestrian friendly local streets encourage recreation and non-motorised travel
  • Timely delivery of services


The Longitudinal Study

  • A committed partnership with VicHealth will see a 5 to 7 year longitudinal study undertaken within this new community to ultimately prove the theories through testing and establish an evidence base for ‘putting health at the centre of planning’
  • Creating a blueprint for developers, industry and government policy

Growth Areas Authority (GAA)

The GAA is an independent statutory body with a broad, facilitative role to help create greater certainty, faster decisions and better coordination for all parties involved in planning and development of Melbourne’s growth areas.
The GAA works in partnership with local Councils, developers and the Victorian Government to help create sustainable, well serviced communities.

City of Casey

Selandra Rise is located in the municipality of the City of Casey.

The City of Casey’s involvement in the development and planning of this community will assist the Council to achieve some of the key objectives of its C21 – A vision for the future strategy.

A key element of C21 is to manage Casey’s environment so that residents can enjoy a safe and healthy place to live and work, both now and in the future. This innovative new community will enable a sustainable, healthy lifestyle for local residents, whilst protecting and conserving our precious resources.

This community reinforces the C21 integrated city development model which encompasses land use, community development, economic development, provision of infrastructure, opportunities for recreation and leisure, and the full range of community services.
