The Planning Institute of Australia (PIA) is the national professional body representing qualified planners throughout Australia. PIA represents and supports nearly 5000 planners in its many divisions in every state and territory with more than 1100 professional planners making up membership of the progressive and energetic PIA Queensland Division.

The priority for PIA Queensland is to promote excellence in planning through education, professional development and its strong relationships with government departments, local authorities and other related industry bodies. PIA Queensland's active profile has made it an essential part of the professional lives of Queensland planners.

High on the agenda for PIA Queensland is not only the ongoing improvement in planning, but also the continual improvement in the planning industry and its people. PIA overseas a Professional Development program initiating no less than 40 activities each year, and runs a major conference each year in one of its five Queensland regions.

Many members serve on the Queensland Divisional Committee and their work along with the work of many other regional committees ensures a cohesive and informed planning community. Each year the PIA Queensland Awards for Planning Excellence allows for outstanding achievements in planning and design to be recognised and communicated to the Queensland community with high achievers going on to be recognised at a national level.

Greg Tupicoff - President

Greg Tupicoff

Greg Tupicoff works for Delfin Lend Lease as Project Director at Woodlands. Greg is a former PIA committee member for the Northern Territory Division where he was Treasurer for a short stint before returning to Queensland to work for Ipswich City Council and then Delfin Lend Lease. Greg has performed roles as a planning consultant, development assessment planner and strategic planner and more recently stepping out of the pure planning role, into a development role as a project director (project manager).

Greg is married, and is a father of two beautiful girls, who luckily both take after their mother. Greg is a passionate supporter of all types of sport, but particularly cycling and rugby. Planning interests are varied, but primarily include a desire to seek out and improve regulation opportunities, conflicts of statute, master planning and social planning outcomes.

Dyan Currie - Immediate Past President

Dy has been a planner for more years than she cares to admit and is National President Elect commencing office in March 2011. She has qualifications in Geography, Urban and Regional Planning and Public Sector Management. Dy is currently the Manager of Strategic Planning at Toowoomba Regional Council and was the 2008 winner of the UDIA Women in Development Excellence Awards for Outstanding Achievement by a Woman Government. She has previously been the Manager of Development Assessment at Toowoomba City Council, the Chair of the SEQ Development Assessment forum, the Chair of the Planning and Infrastructure group for the Western Region of Councils (Ipswich to Toowoomba) and a committee member of the Toowoomba Branch of the UDIA.

She enjoys gardening, travel, movies and a good laugh.

Kristy Albrecht - Awards co-Convenor

Kristy has been a planner for six years and is a senior planner with Buckley Vann Town Planning Consultants. Kristy is involved in strategic planning and development assessment planning projects, for both public and private clients throughout Queensland. She was the 2008 Queensland and national Young Planner of the Year award recipient. Kristy has previously held conference convenor positions for both the 2008 State conference in Longreach and the 2009 State conference in Brisbane. This is Kristy’s second year on the Qld PIA divisional committee.

Shannon Batch- Queensland Young Planners Group Convenor

Shannon Batch

Shannon graduated from the University of Queensland in 2007 with a Bachelor of Regional and Town Planning (Honours). After working with the Department of Transport and Main Roads during her University years Shannon has continued to work for the Department in a range of areas such as development assessment, transport policy and regional transport planning.

Shannon has been on the QYPG Committee since 2008 and was appointed to the role of Convenor in 2010.

Alyssa Cameron has been a planner for eleven years, working for State and local government in Queensland in development assessment, strategic planning, policy development and legislative roles. She is currently working for the Department of Infrastructure & Planning within the Office of Urban Management. Alyssa has qualifications in planning, environmental management and public sector management. She enjoys the company of good red wine, food and sunshine.

Sean Cullen - Griffith University Rep, Urban and Regional Planning Chapter Rep

Sean Cullen

Sean has wide ranging experience in State government, local government and consultancy, in Queensland and the United Kingdom, working in strategic planning, development assessment and major projects roles. He currently works for Logan City Council as Program Leader for Strategic Planning. Sean has qualifications in arts, planning, and law. This is Sean's first year on the Division Committee.

Peter Gill

Peter is an urban planner with over 18 years experience in Consultancy, Local and State Government.

As a Director with Urbis, Peter draws on his significant experience in the areas of statutory and strategic planning processes to advise clients in the delivery of development solutions, including retail, commercial and residential land use outcomes. Peter has particular expertise in management and delivery of significant multi disciplinary planning, transport and infrastructure projects. His career has provided extensive experience in land use assessment and preparation of statutory planning instruments and policy outcomes, notably including the delivery of master plans for significant urban areas. He has specific expertise in the management, planning and environmental assessment, and delivery of approvals for significant infrastructure projects.

Peter joined the PIA Queensland Divisional Committee in 2010, and is currently a member of the Queensland Environmental Law Association Management Committee.

Andrew Hammonds - Urban Design Chapter Rep

Andrew Hammonds

Andrew’s qualifications, combined with experience in the successful delivery of national and international projects, places him at the leading edge of urban planning.

Andrew is a recognised advocate for urban planning and design, as the Chairperson of Australian Institute of Urban Studies (QLD) and President of the Urban Design Alliance (QLD). He encourages excellence in these fields through teaching and research as Adjunct Professor (Planning) at QUT.

For more than 15 years Andrew has been a practising urban planner in private enterprise, public service, academia and professional associations. He has been honing skills in placemaking, innovation, facilitation, problem solving and management. All built upon a broad platform of qualifications in urban planning, urban design and environmental science.

More recently, Andrew established Place Focus - a training and internet business which helps people convert urban spaces into places and ultimately destinations. Andrew maintains his practice as Principal of AKH Consulting which provides independent advice and specialist services in innovation through facilitation and placemaking. Inter-disciplinary collaboration is a critical part of our method for delivering outcomes. He is recognised for outstanding skills in delivering collaborative and innovative results through workshop facilitation and team work, largely through a pioneering role in QLD, in design workshops or ‘Enquiry by Design’.

David Hansen - Vice President

David Hansen has over 13 years experience as a planner within Local Government and private practice, and is currently a Director of Gassman Development Perspectives.

David has been involved in numerous major projects, including large scale industrial and extractive industry operations, public utility infrastructure, land subdivision development and mixed use developments.

David is passionate about the contribution consulting planners make to the planning profession, and believes PIA has an important role to play in unifying planners from all backgrounds under one banner, and presenting a united message to the community that we are all working to benefit them.

Laura Gannon - NYPG Committee QLD State Representative

Laura Gannon

Laura graduated from the University of Queensland in 2007 with Honours in a Bachelor of Regional and Town Planning. Laura commenced her career in the private sector, spending 5 years with Craven Ovenden Town Planning where she was involved in a broad range of statutory planning projects across the State as well as social planning projects for the liquor and gaming industries. During this time, Laura also worked on behalf of Gympie Regional Council, assisting its development assessment team for a period of 18 months. In 2010 Laura moved into a senior role with the Department of Infrastructure and Planning’s State Development Areas Unit.

Laura has been on the Queensland Young Planner Group Committee since 2007, was QYPG Convenor from 2008-2010 and has been the Queensland State Representative on the National Young Planners Group since 2010. Laura remains dedicated to representing Queensland’s Young Planners and maintains an unwavering enthusiasm for the planning profession and the role Young Planners play in the advancement of the industry generally.

Nikki Huddy - Tropical North QLD Branch President, Membership co-Convenor, JCU Rep

Nikki Huddy

Nikki lives in Cairns and is the only member of the PIA State Committee that lives outside of South East Queensland. Nikki is also the President of the Tropical North Queensland Branch of PIA. Nikki has over 15 years experience in planning for all levels of government and is currently the director of her own private consultancy Planz Town Planning. Nikki's experience includes work in most regional towns on the east coast, as well as the
inland towns including Roma, Mt Isa and Longreach. Nikki has a graduated
from Griffith University with a major in Environmental Planning and Policy and completed the Grad Dip in Urban and Regional Planning from QUT and has since added qualifications in Public Sector Management and International and Community Development.

Bruce James - Vice President, Transport Chapter Rep

Bruce James has over 20 years experience in town planning, community development and transport policy and planning in local and state government in Western Australia, the UK and Queensland. He holds a Master in Public Administration and an undergraduate degree in town planning. He started in transport planning when he joined the Western Australian Department of Transport in 1990. Bruce pioneered the application of Travel Demand Management in Western Australia and is known around Australia and in the UK for his pioneering work on the innovative TravelSmart programme. The latest evidence shows that the TravelSmart communities in Perth last year travelled 99 million fewer kilometres.

Bruce worked for the City of Nottingham as Transport Investment Consultant for 10 months in 2003 and has been the Director Transport Planning with the Queensland Transport since the beginning of 2004. A key strategy Bruce has pursued since being in Queensland is the advancement of land use transport integration through techniques such as enquiry by design. He is the current chair of the Queensland Transport Planning Chapter.

Leo Jensen - Secretary, Sunshine Coast University Rep

Leo is Principal of Leo Jensen Consulting, a small planning consultancy providing independent planning and associated services to both the public and private sectors. Leo has been in the profession for 20 years, having held senior management positions in Queensland local government for over a decade until late 2009.

Leo has been a PIA Corporate member since 1993, and has actively contributed to a range of with state based PIA activities during this time. Leo is a past State President (2004-2006), past Board Member and past Chair of the Local Government Planning Network (2006-2008). He has represented the profession on a number of various State based committees, including Sustainable Homes, the Local Government Careers Taskforce (Skills Formation Strategy), the TOD Taskforce, and the National Skills Shortage Steering Committee managed by the LGMA. He is a member of the State appointed Noosa and Blackall Range Iconic Places Queensland Assessment panels. Leo was instrumental in supporting the establishment of the highly acclaimed LGAQ Diploma of Local Government (Planning) course that up skills local government non-planners to assist with a range of statutory planning functions.

Leo has a B.Urb & Reg Plan (Hons) (UNE), a Master of Science (Environmental Management) (GU), a Cert IV in Workplace Training & Assessment, and is a Certified Practising Planner. He is an Associate Fellow of the Australian Institute of Management (AIM), and member of the Local Government Managers Australia (LGMA) and member of the International Association of Public Participation (IAP2).

Rosanne Meurling - Professional Development Convenor

Rosanne Meurling is a Special Counsel in the Environment and Planning Group of Allens Arthur Robinson, Brisbane. She is also a co-author of Planning and Development Queensland. Rosanne is the PD Sub-Committee Convenor for PIA (Qld Division).

Brendan Nelson - Treasurer

Brendan Nelson is the Executive Director, Planning Services Division of Growth Management Queensland (GMQ). Having commenced in this role in early 2009, Brendan's areas of responsibility with GMQ include delivering on both regional and statutory planning for Queensland, Planning Reform and the delivery of Smart eDA, the Government's commitment to electronic development assessment.

Having commenced his career with a private consultant in Brisbane almost 20 years ago, Brendan developed an extensive background in local government planning having worked for more than a decade at the former Caboolture and Pine Rivers Shire's, Cairns City and more recently as Development Manager at Ipswich City. For the last 12 months prior to joining GMQ, Brendan lived and worked in Dubai for one of the middle east's major developers.

Brendan holds a Bachelor of Science (Environmental Science) and a Graduate Diploma in Urban and Regional Planning (with Distinction). Brendan has been a member of PIA since 1994 and has been Treasurer of the PIA Qld Division since 2009.

Michael Papageorgiou - Education Convenor

Michael’s current position is Executive Director, Planning Policy with Growth Management Queensland. His key responsibilities relate to the development and implementation of urban and regional planning policy for Queensland, including green space and outdoor recreation strategies and the state planning instruments review program. Michael was previously employed as Divisional Manager, City Planning and Sustainability, with Brisbane City Council from 2008 until early 2010, and before that was Manager City Planning at the same Council since 2004. At Brisbane, he was responsible for city planning, development assessment, economic development, and natural resources policy. Prior to this, Michael was with Gold Coast City Council for 8 years, as Manager Strategic and Environmental Planning.

He is currently a member of the Queensland State Government’s Art + Place Public Art Advisory Board (since February 2008}, and was formerly a member (2004-2010) of the South Bank Corporation Board.

Jennifer Roughan - Consultant Planner Chapter Rep

Jenny is a planner with 23 years experience in Queensland. This experience has predominantly been gained as a consultant, although she has worked in local government as co-ordinator for the SouthROC’s sub-regional group of councils during the early phases of regional planning in South East Queensland. She is a Director of Buckley Vann and now acts as the firm’s chief executive officer. She has experience in undertaking local and strategic planning projects and policy development, including managing associated consultation programs and multi disciplinary teams, and has prepared a number of planning schemes and other statutory policy documents. She is also experienced in providing planning advice to the private sector, managing development applications and providing evidence to the Planning and Environment Court.

Jenny is a current member of the policy committee and is a former secretary of the Qld division.

Lou Scarpato - Policy Convenor

Lou Scarpato has 21 years experience in local and regional statutory and regulatory planning in Queensland, specialising in regional, rural and remote areas. Lou has provided professional services to numerous regional planning projects in Queensland. He provides strategic land use advice to proponents of major projects, local and State governments. Lou has established a planning consultancy servicing local governments across a large portion of the State.

Brett Skyring - Bond University Rep

Brett Skyring

Brett holds three degrees in Business Administration, Environmental and Community Health; Urban and Regional Planning. Brett has been involved in community development, social planning and town planning for over seventeen years as a consultant and with state authorities in Queensland and Victoria. Brett is Director of Panther Consultant Planners based on the Gold Coast. In addition to being the Bond University representative, Brett’s involvement with PIA includes membership of the QLD Continuing Professional Development sub-committee and is the current National Chair Economic Development Chapter.

Brett has extensive experience in human services project management, including community and stakeholder consultation, policy development and program enhancements. He is also experienced in providing planning advice and conducting project feasibilities, managing development applications and preparing development control plans.

Brett enjoys good red wine and scotch, music (loud and classic, blues and jazz), and being out on two wheels (motorised and human powered).

Julie-Anne Dawson has been a planner for thireteen years and has worked in the private sector as well as the State and local government in Queensland. In these positions she has specialised in urban renewal processes, strategic planning, policy development and development assessment. Since becoming a mother in 2002, Julie-Anne juggles part-time planning work with being mother to three young boys, aged 6, 3 and 10 months. In any spare time (!), she is a passionate cyclist and swimmer.
